OH	O-H axis	$\tau _{2}=1.95$ ps ( $^{17}$ O-H dipolar relaxation NMR)
$\mu$	dipolar axis	not measurable, but related to bulk dielectric relaxation
$\perp$	normal to the molecule plane	not measurable
